We manage META, Wales’ Marine Energy Test Area. Located in Pembrokeshire, with great and convenient access, it is the only pre-consented, pre-commercial test facility of its kind in the country. Non-grid connected; META is an ideal test facility for early-stage developers and a perfect base for research and innovation, dedicated to reducing the time, cost and risks associated with the deployment and commercialisation of marine energy technologies.
Funded through the Swansea Bay City Deal and a keystone partner of the Pembroke Dock Marine project, META’s eight sites offer testing in real sea conditions for wave, tidal and FLOW technology in and around the Milford Haven waterway, alongside world-class port, engineering and manufacturing facilities.

We are in search of an ambitious and highly capable individual who will lead META into an exciting new era. As the driving force behind META’s growth, you will have the opportunity to propel our test centre to new heights, enhance our competitiveness, expand our market reach, and cultivate strategic partnerships.
Working closely with the Operations Manager, the role is a blend of project- and business development. Leading on all commercial aspects of the project, alongside a focus on setting the future strategy and securing future funding for the project.
You will be responsible for developing META by engaging with the market, enhancing its product offerings and identifying commercial opportunities. You’ll actively foster relationships through networking, events and presentations that lead to deployments. Collaborating with organisations like Marine Energy Engineering Centre of Excellence (MEECE) and Welsh Universities, you’ll develop innovative projects.

The day to day:
Working with the team and key project partners, you will drive META’s growth by:
- Developing META, including market engagement and developing META’s products and services to meet market demand and make the test centre more competitive.
- Identify public and private commercial opportunities and work with our Business Development Manager to secure these.
- Actively create relationships which lead to META deployments and new business, by networking, participating, and presenting at events, building relationships, and identifying and converting leads.
- Working closely with MEECE, the Welsh Universities and other research organisations to develop new projects that utilise META’s offering.
- Support MEW Communications Coordinator to market META.
Leading on the commercial aspects of the project you will:
- Be involved in technical scoping, planning and implementation of test programmes at META, working closely with META’s existing and potential clients and the META Operations Manager.
- Manage commercial relationships with META’s clients including preparing quotes, progressing contracts, and managing existing contracts.
- Manage funder & partner relationships, attend progress meetings, and collate and report on META activities in line with funder KPIs.
Additionally, the role will require you to provide cover for Operational Manager, ensuring continuity for client testing programmes and responsibility for site HSE.

- Set up and drive META’s growth and business strategy.
- Secure future funding streams for the project.
- Manage the commercial aspect of the business.
- Develop test programs with new and existing clients.
- Manage and maintain existing META funding requirements.
Core skills:
Essential:
- Thorough understanding of the offshore renewable energy sector, its role and potential including barriers and challenges faced by technology developers.
- Commercial and business acumen.
- Outstanding interpersonal skills and a strong effective communicator.
- Exceptional written, verbal and presentation skills.
- Proactive, self-motivated with ability to work on a number of tasks with minimal supervision & under pressure.
- Excellent IT skills.
- Proven, relevant project management experience in a related sector.
- Qualified to degree level in related discipline or equivalent experience.
Desirable:
- Experience of working with and securing grant funded projects.
- Experience of working within the Welsh policy context.
- Ability to speak Welsh.
- Organisational skills with experience of organising and hosting meetings and events. Experience of engaging and building rapport with and managing a broad range of stakeholders including public and private sectors and academic community.
- Effective contract management.
- Experience in creating and delivering a marketing strategy.
- Working in the offshore environment.

The ability to travel to meetings/events/site visits within Wales, the UK and Europe including overnight stays is a necessary and regular feature of this post, a passport and suitable vehicle are required. The post will involve occasional evening and weekend working.
