Innogy Renewables UK are looking to appoint Land Transaction Managers to support our offshore wind projects in development, pre-construction and construction phases. Together with our partners we develop, build and operate offshore wind farms off the UK, German and Belgian coasts with ongoing interests worldwide. Innogy has been building and operating offshore wind turbines since 2004. Through the planning, constructing and operating of these wind farms we have led the field in the emerging offshore wind sector from a very early stage. Today, Innogy is among the leading offshore wind farm operators in Europe.
Role description
Innogy’s current portfolio of offshore wind farm projects are at various stages of development. The Land Transaction Manager (LTM) reports to the Senior Consent Manager on a project and will be responsible for all aspects of land transactions to secure the land required for the onshore infrastructure consent, construction and operation of an offshore wind project. This will include land identification, negotiation of legal agreements, securing new compulsory acquisition rights and securing access over third party land for electrical infrastructure, habitat management and access provisions. As well as negotiation with private landowners, there will be interfaces with National Grid, other 3rd party landowners (e.g. Network Rail, The Crown Estate, utility providers, Highways departments, local authorities) and ultimately novation of suitable legal agreements to an Offshore Transmission Owner (OFTO).
It is anticipated that compulsory acquisition powers will be sought as part of the Development Consent Order (DCO) application. The LTM will be responsible for managing and overseeing the quality and due process of all compulsory acquisition work, and for managing the CPO work streams to achieve compliance with the Planning Act 2008 and other UK legislation at all stages of the project. The LTM will be responsible for managing all external support required in the compulsory acquisition process, including CPO lawyers and external land agents.
The LTM will be responsible for managing the external land agents who are appointed to support the project, as well as the external property lawyers during all phases of the project including pre-construction and construction phases. The LTM will liaise closely and collaboratively with the Onshore Consent Managers and project engineers to ensure that the land acquisition work is closely aligned to the Consents and wider project requirements.
Your responsibilities will include:
- Delivering a project’s land acquisition strategy, gaining internal approval for any changes to the land strategy where required
- Securing the required land access/legal agreements to obtain necessary rights for onshore survey and construction activities
- Securing the necessary compulsory acquisition rights as part of the DCO and working to exercise those rights where required at the construction phase.
- Participation in onshore development activities aligning with the project design and project consent for all onshore development work giving specific land acquisition advice that might affect onshore scheme definition/routing etc.
- Provide specialist input on land transaction related issues from the development perspective working in collaboration with the Senior Consents Manager, Onshore Consent Manager and project engineers for a particular offshore wind project, working towards minimising project risk.
- Working in collaboration with the agricultural liaison officer where one is required.
- Maintain innogy’s commercial position in relation to agreements being negotiated and minimising project risk as far as possible.
- Responsible for ongoing relationship management with landowners throughout the development phase, through construction and subsequently operations.
- Liaison with any relevant stakeholders
What you will offer
- Degree or equivalent in relevant field, such as planning, legal or commercial negotiation;
- Experienced manager (several years) with demonstrable experience in negotiating legal agreements for the acquisition of land preferably with first–hand experience of the CPO process;
- Demonstrable experience in management of budgets and report writing;
- A thorough understanding of land transaction agreements and the consenting process and associated issues;
- Experience of renewable energy, utility, or offshore industries advantageous, particularly: electrical infrastructure issues associated with an offshore wind farm or linear development;
- Excellent communication skills in English and proven abilities in stakeholder management;
- Well organised and able to manage multiple work streams Experience in working on projects where interfaces between a range of technical disciplines exist;
- Be highly motivated and have the ability to work to project deadlines;
- Have excellent communication and interpersonal skills.
Other requirements
- Fulltime or part-time (4 days per week minimum)
- Base location is flexible but must be prepared to travel to Swindon and site locations on a regular basis
- Driving licence
