Eden Scott are partnering with Crown Estate Scotland to appoint a Development Manager

(Leasing). This is a unique opportunity to join Crown Estate Scotland during a period of substantial growth and expansion.

Crown Estate Scotland manages assets – seabed, coastline, rural estates and – that stretch the

length and breadth of Scotland.  Their core purpose is investing in property, natural resources and people to generate lasting social, environmental and economic value for Scotland.

Crown Estate Scotland manages four types of assets with a combined value of £426.2m: Marine (Aquaculture; Energy & Infrastructure); Coastal; Rural; and Buildings & Place.

 Job purpose

  • The Development Manager’s role is to lead Crown Estate Scotland’s activities in maximising a sustainable and successful offshore wind sector in Scotland.
  • Specific purpose is to lead the development and implementation of seabed leasing for offshore
  • Manage the implementation for future offshore wind leasing rounds in Liaising with Scottish Government, industry and other key stakeholders as required.
  • Design leasing processes and achieve outcomes which are fair, transparent, and Delivery should be consistent with Crown Estate Scotland obligations and objectives.
  • Support leasing activities relating to other marine energy and infrastructure

Main tasks

  • Lead development and management of offshore wind leasing Including all project management and coordination with internal and external stakeholders.
  • Lead activates necessary to deliver successful leasing processes for Crown Estate
  • Build and maintain strong relationships to ensure applicants and advisors have trust and confidence in Crown Estate Scotland;
  • Monitor, manage and report performance against budgets and business plan targets – budget planning and updates and forward planning;
  • Business development activities within the energy and infrastructure area;
  • Undertake industry stakeholder engagement and relationship building – with industry players and other enabling organisations, to maintain a view of market conditions, and as a platform for influencing and shaping the business environment for the Scottish Crown Estate.
  • The post holder may also be required to provide occasional support development and asset management activities for other parts of the Energy and Infrastructure

  Key responsibilities

  • Coordinate and deliver activates necessary to plan, manage, and implement leasing for the Energy and Infrastructure (80%)
  • Business Development and Market Enabling- Take a lead role in the identification, development, and implementation of new business opportunities identified in the Corporate Manage internal, external or the Agent support resources as required to contribute to meeting business plan targets, and / or improve commercial and legal development management performance. (10%)
  • Identify the requirement for strategic relationships with stakeholders, industry bodies and committees / trade associations, government agencies, develop and maintain those relationships to enable Crown Estate Scotland to understand the business environment for the energy and infrastructure area, and as a platform for influencing external decision-makers. (10%)

Knowledge, skills and experience

  • Educated to undergraduate degree level or equivalent in a subject relevant to offshore energy or infrastructure development, construction or operations, preferably supported by a relevant postgraduate qualification and/or appropriate professional accreditation(s).
  • The post holder is expected to have in-depth knowledge and experience of the offshore renewables sector, or offshore cables pipelines & gas storage sectors, within the UK and beyond, including experience of regulatory and commercial aspects, along with an existing network of industry, regulator and government agencies
  • The post requires experience and skill in managing contracts to effectively manage development and delivery of seabed leasing on behalf of the organisation. To do this, the post holder will be an effective communicator and able to understand complex legal, technical and commercial issues and how to balance those in the context of a potentially sensitive stakeholder environment.
  • Knowledge of the offshore industry, preferably including offshore wind, other renewable energy systems or the offshore cables pipelines & gas storage
  • The post holder should be an experienced project manager, with appropriate knowledge and experience of leading projects through all stages of the project Experience of working in collaborative project environments including both internal team members and external partners to deliver mutually successful outcomes.
  • The post holder should have well developed problem-solving and analytical skills and applies them in a complex and fast changing

Person specification

  • Educated to undergraduate degree level or equivalent in business, science, engineering or related subject
  • Knowledge of marine development, regulation and policy including detailed knowledge of the offshore wind sector, and associated practices, demand and markets/uses, with transferable skills (e.g. in technology or consenting), with general understanding of other sectors such as wave and tidal.
  • Communications and public relations experience, including working with the media, the government and agencies.
  • Experience in coastal /marine resource and/or asset management and development, with regulatory and commercial aspect to responsibilities;
  • Experience of working within a multi-disciplinary team with accountability for budgets and achieving performance targets including new business development within
  • Excellent team-working skills, with aptitude for both team-based and autonomous delivery in a organisational
  • Good communications skills, with the ability to present complex technical information to a range of audiences and appropriate presence to engage with senior
  • Strong leadership, clarity of purpose, strong self-management skills, taking a pro-active approach to dealing with issues, managing workloads to meet challenging deadlines/goals.
  • Attention to detail and follow- through to task completion, with attention to organisaiton delivery standards and individual
  • Accomplished in typical office IT systems

Salary and Benefits

  • Starting Salary of £48,513 rising to £59,195 typically within 4 years dependent on performance
  • 5 days holiday including public holidays increasing to 41.5 days after 4 years service
  • Civil Service Pension Scheme (27.9% Pension Contribution by Crown Estate)
  • 27 weeks full pay Maternity Leave (3 weeks full pay Paternity Leave)
