Job Title: Development Manager (Agreements)

Business Area: Energy & Infrastructure (E&I)

Reports To: Head of Offshore Wind Development

Start Date: ASAP (Subject to notice period)

Eden Scott are partnering with Crown Estate Scotland to appoint a Development Manager (Agreements). This is a unique opportunity to join Crown Estate Scotland during a period of substantial growth and expansion.

 Crown Estate Scotland manages assets – seabed, coastline, rural estates and – that stretch the

length and breadth of Scotland.  Their core purpose is investing in property, natural

resources and people to generate lasting social, environmental and economic value for

Scotland. Crown Estate Scotland manages four types of assets with a combined value of £426.2m: Marine (Aquaculture; Energy & Infrastructure); Coastal; Rural; and Buildings & Place.

Job purpose

  • The Development Manager’s role is to lead Crown Estate Scotland’s activities in

maximising a sustainable and successful offshore wind sector in Scotland.

  • The Development Manager’s role is to effectively and efficiently manage a portfolio of high value, complex offshore wind property
    • Specific purpose is to support development phase activities for offshore wind by managing tenant relationships
    • Day to day operation and development of offshore wind property Activities will include demonstrating assurance that all obligations in the agreements are being met, and any change requests are responded to in a timely and consistent way.

Main tasks

  • Build and maintain strong tenant relationships to ensure tenants have trust and confidence in Crown Estate Scotland;
  • To optimise revenue position (by making it more certain, and earlier) and capital valuation (by supporting progress through development and towards construction and operation), taking account of investment and financing requirements, market and regulatory considerations;
  • Monitor, manage and report performance against budgets and business plan targets

– budget planning and updates and forward planning;

  • Maintain a view of industry position and potential, future growth opportunities, and risks and barriers to growth, to shape forward strategy for the sector and to inform future business planning, with a focus on commercial and regulatory drivers and opportunities;
  • Business development activities within the energy and infrastructure area;
  • Develop and deliver activities, and / or where appropriate coordinate the work of colleagues in achieving business targets in the sector that contribute to enhancing

value and revenue in from the estate, maximising leverage and influence through collaboration;

  • Undertake industry stakeholder engagement and relationship building – with industry players and other enabling organisations, to maintain a view of market conditions, and as a platform for influencing and shaping the business environment for the Scottish Crown
  • The post holder may also be required to provide occasional support development and asset management activities for other parts of the Energy and Infrastructure team;

Key responsibilities

  • Support for development phase offshore wind agreements, along with other E&I agreements as
  • Development Management - Carry out proactive development management functions for the allocated high value complex property (50%)
  • Business Development and Market Enabling- Take a lead role in the identification, development, and implementation of new business opportunities identified in the Corporate Define and manage the implementation of sector enabling projects. Manage internal, external or the Agent support resources as required to contribute to meeting business plan targets, and / or improve commercial and legal development management performance. (20%)
  • Identify the requirement for strategic relationships with stakeholders, industry bodies and committees / trade associations, government agencies, develop and maintain those relationships to enable Crown Estate Scotland to understand the business environment for the energy and infrastructure area, and as a platform for influencing external decision-makers. (20%)
  • Business Planning - Support and deliver Crown Estate Scotland’s role including reporting and preparation of business cases and delivery of research projects to support the business and corporate plans, including delivering emerging priorities around the Blue Economy and our role in enhancing community development around (10%)

Knowledge, skills and experience

  • Educated to undergraduate degree level or equivalent in a subject relevant to offshore energy or  infrastructure   development,  construction  or  operations,  preferably

supported by a relevant postgraduate qualification and/or appropriate professional accreditation(s).

  • The post holder is expected to have in-depth knowledge and experience of the offshore renewables sector, or offshore cables pipelines & gas storage sectors, within the UK and beyond, including experience of regulatory and commercial aspects, along with an existing network of industry, regulator and government agencies
  • The post requires experience and skill in managing contracts to effectively manage Tenants agreements on behalf of the To do this, the post holder will be an effective communicator and able to understand  complex legal, technical and commercial issues and how to balance those in the context of a potentially sensitive stakeholder environment.
  • Knowledge of the offshore industry, preferably including offshore wind, other renewable energy systems or the offshore cables pipelines & gas storage
  • The post holder should be an experienced project manager, with appropriate knowledge and experience of leading projects through all stages of the project Experience of working in collaborative project environments including both internal team members and external partners to deliver mutually successful outcomes.
  • The post holder should have well developed problem-solving and analytical skills and applies them in a complex and fast changing

Person specification

·  Educated to undergraduate degree level or equivalent in business, science, engineering or related subject

· Knowledge of marine development, regulation and policy including detailed knowledge of the offshore wind sector, and associated practices, demand and markets/uses, with transferable skills (e.g. in technology or consenting), with general understanding of other sectors such as wave and tidal.

· Communications and public relations experience, including working with the media, the government and agencies.

·Experience in coastal /marine resource and/or asset management and development, with regulatory and commercial aspect to responsibilities;

·Experience of working within a multi-disciplinary team with accountability for budgets and achieving performance targets including new business development within deadlines.

· Excellent team-working skills, with aptitude for both team-based and autonomous delivery.

· Good communications skills, with the ability to present complex technical information to a range of audiences and appropriate presence to engage with senior stakeholders.

·Strong leadership, clarity of purpose, strong self-management skills, taking a pro-active approach to dealing with issues, managing workloads to meet challenging deadlines/goals.

· Attention to detail and follow- through to task completion, with attention to organisation delivery standards and individual objectives.

· Proficient in the use of Microsoft Office Programmes

Salary and Benefits

  • Starting Salary of £48,513 rising to £59,195 typically within 4 years dependent on performance
  • 5 days holiday including public holidays increasing to 41.5 days after 4 years service
